Rent Control Preemption Summary
On June 24, 2022 Governor DeWine signed HB 430 into law, prohibiting local governments in Ohio from passing rent control legislation. The law goes into effect September 22, 2022. Rent Control Preemption Bill Passes Marking Major Legislative Victory
On the evening of Wednesday, June 1 the Ohio General Assembly passed a state wide rent control preemption. The bill has been sent to the Governor for signature.
HB 430 was amended on May 31 in the Ohio Senate and was approved on June 1 by the Senate. HB 430 was then sent back to the Ohio House where the House concurred with the Senate version.
Don Brunner, President, National Apartment Association (NAA) and Executive Officer of the Columbus Apartment Association (CAA) gave compelling testimony. CAA retained the firm of Calfee Halter to manage the legislative effort on behalf of the CAA.
Calfee Halter and the Ohio Association of Realtors worked tirelessly to put together a broad coalition of real estate and business interests and were able to make the rent control preemption happen in only a few weeks. Passage of the bill means no local government or local ballot initiative that mandates rent control can be passed. This is a significant victory.

Navigating the Allita 360 System: Allita will provide a refresher for landlords on how to navigate Allita 360. They will provide a tutorial on how to complete applications in the system, check statuses and ensure landlords can effectively work between the various portals/programs in the system.
Understanding the FAQs!: The FAQs have been expanded based on the questions from the last roundtable and will be shared with landlords.
Getting the Support Needed: Landlords will be informed of how to get the support or technical assistance they need at various steps in the process. A contact list will be provided.
Open Discussion: HSC members will answer any additional questions landlords may have.
City of Columbus Apartment Complex Recycling Program Information
The City of Columbus, SWACO (Solid Waste Authority of Central Ohio), and The Recycling Partnership (a national non-profit that helps communities improve their recycling programs) are pleased to announce a pilot program to provide recycling service to multi-family complexes throughout Columbus (apartments and condominium complexes). There are no expenses to become a pilot participant. The recycling containers, reusable recycling totes for residents, education materials, collection of the materials, and the processing of the recyclables are all provided at no cost. The program has room for up to 10,000 units, to register please review the information in the Recycling Pilot Program Brochure.
Columbus Metropolitan Housing Authority's "Landlord Incentive Program". CMHA will devote $1 million to the program in 2022
